Substitute Hiring Closed for the 2025–2026 School Year


SWOCOG is no longer accepting substitute applications for the 2025–2026 school year. Hiring will resume in July 2026.

If you are interested in substituting for the 2026–2027 school year, please review the job description and complete the application on our website at cogsubs.com

The application link will be available beginning in July.

Once your application is submitted, it will be reviewed, and an HR Specialist will contact you with next steps and additional information needed to complete the application process.

The Southwest Ohio Council of Governments (SWOCOG)

Is a partnership between Butler County Educational Service Center and Warren County Educational Service Center established in June 2012 and is the sole provider of certified substitute teachers for SWOCOG partner school districts.

Participating districts will only employ certified substitute teachers who have been processed and hired through the SWOCOG. 

SWOCOG Districts:

                                           Substitutes who hold a bachelor’s degree or higher are eligible to work in all SWOCOG districts.                                                                                    Substitutes who do not hold a bachelor’s degree must obtain a district recommendation for each district in which they wish to substitute.
