Pre-Service Teacher Permit

Welcome and thank you for being interested in becoming a Substitute Teacher (Pre-Service Teacher Permit)

If you are enrolled in an educator preparation program that leads to an Ohio license and will be in an Ohio P-12 classroom as part of your course, follow these steps to begin your journey as a substitute teacher.

Step 1. Contact Your Desired School District

  • Reach out to the district where you would like to substitute.
  • Request a recommendation to sub in their district.
  • Provide them with your name, phone number, and email address.
  • Once the district emails Anna or Donna with your recommendation, you will be contacted to begin the onboarding process.

Step 2. Apply for a Pre-Service Teacher Permit through ODE (Ohio Department of Education)

  • Pre-Service Teacher Permit (1-Year) $40
  • Pre-Service Teacher Permit (3-Year) $75

Step 3. Complete Background Checks (BCI/FBI)

  • If you have a BCI/FBI completed within 365 days of being hired we will accept those copies.
  • If not, or if your check was completed more than 365 days ago, you must complete a new background check.

Step 4. Notify Us & Submit Required Documents

  • Once ODE issues your Pre-Service Teacher Permit and your BCI/FBI background checks are processed, contact Anna or Donna to begin the online employment application.
  • Please ensure you have one of the following documents ready to upload under the  Certification link of the online application. You may be asked to email it to the HR specialist if requested:
    • A copy of your high school diploma, or
    • A copy of your GED certificate, or
    • A copy of your transcripts showing completed college coursework.

Step 5. Complete the Online New Hire Packet

  • You will receive an email from NoReplyCogSubs to complete the online Substitute New Hire Packet.
  • After completing the forms, notify us via email.

Step 6. Set Up Your Frontline Absence Management Account

  • Attend the online substitute orientation via Public School Works.
  • After completing the orientation, set up your Absence Management account in Frontline.
  • If you need assistance, refer to the New Hire Training Course in your Public School Works account.
